I was messing around with F11 when I came upon debug mode. As my first action using that mode I started to try what every key does and found that 'V' is victory 'D' is defeat 'C' is a key to spawn a scout. Are there any other cheats in this mode?

You missed one: M reveals the map. I think that's all of them though

No. The purpose of spawning a scout isn't for the advantage of having an extra soldier, but to have a unit to explore an area for debugging purposes.

Besides, Lewin already said there were no more cheats...

I figured that out after I spawned 300 of them when I was to lazy to actually train other units

Yea some can do it
they can spawn 1000s of them to defeat the enemy
