It's a patch for TPR. Most of the changes it contains can be read from here.

2) Is there out a definitive version, or just a beta?

It's only a beta for now.

3) Is it working on the italian version of the game?

Since there's no Italian version of TPR, sadly no.

4) TPR is absolutely needed?

Yes, it won't install on top of TSK (not to mention the end result would be horrible )

5) Where I can download it?

Here (make sure you get the correct language version!)
