I have the english version of the game
And what about your patch? It must be also in English to update your game.
Other reason can be that your game's directory doesn't have the default name.

Also make sure you installed KaM off a CD, not by copying it or downloading it. The installer checks for data in the registry which is set when the CD installer is run.

If you have the game on a CD, try reinstalling it (backup any saved games first of course). If it's not from a CD, from where did you get it?

 KaM is definitely a 32-bit application. But even if you have a 64-bit CPU:
things that don't work on x64 have to be 16bit
it sais it has a Dutch patch but it's translated to English
 This is simply a nonsense. Of course every copy of the game was translated from another, except for the original, but setup can only detect whether the update has the same meta-info about its language as the basic game. You said your original game is in English. If you really got an English patch, it must be compatible with the basic version so you can update. Maybe your pirate file is corrupt.
By the way, do you actually have The Peasants Rebellion, and not The Shattered Kingdom?

What name should it be?
KaM - The Peasants Rebellion

Your game CD contains Knights and Merchants: The Shattered Kingdom which is not the game this patch has been designed for.
And we do not provide support for pirated copies of the game, case closed.
