It can be finished, I see the tables were updated, even tough noone (except Romo) uploaded the games.

To finish this... bland 3rd round, I'd let people continue if they just confirm they want to continue, leaving the 2nd player out because lack of compromise.
Easy and quite polemic if the 2nd player complains... but yes, woah... he cares about tournament? When you are going to play your duel? Don't afterwards.

One case is Itlerion-Bludmaster-> Itlerion doesn't care to play vs Blud at all... Maybe because he knows 95% odds Blud will win that duel in Swan Hill.
There you have a quick result without delaying more time. So now... what are the veredicts for resting duels... multi-disqualification must be an option to consider.

So after considering the option of "multi-disqualification for lack of compromise/interest"... should organizer set a real final ultimate deadline? (I'd have done this time ago no doubt)
After ultimate deadline, update fixture and announce new map/deadline... and that way you go through the correct organizator path.
