Actually the AI will attack. In TSK and some of the fan-made maps, the AI is aggressive, though rather stupid and easy to manipulate. Did you play a TPR mission? In TPR, the AI didn't attack and they continue with that trend in the Remake. I recommend Hillyside Dundee (I think that is what it was called). Lots of room and resources to build a huge city, and the enemy attacks in large amounts.

The AI needs defense positions to train army, and some further scripting to attack (More: Lewin's Mission Editor, AI scipting "menu"---> AI Attacks). Ben can help you with this, I'm sure But most MP maps aren't designed for AI, except for coop maps. Play those if you want to play against AI.

And exactly where do you see this? From the little description that he gave, you cannot come to a solid conclusion. He could just as well be referring to a coop campaign mode.
