I think that school should be somewhat operational too. I mean, as Ben points out, this is quite a slow start given the fact that we lack serfs, we most likely will zero our stone and timber, which isn't being produced yet, etc. Either we'll have to give some extra resources after the fast building period, for kickstarting the city, or we need to force players to leave some in storehouses (or simply let them screw themselves on their own?
I mean, now it's also possible to get the stone depleted, and it's a part of the game, isn't it...) A limit for buildings is fine, but is it really needed given the limited storehouse resources?
