I just checked the game font file and noticed that the Ź and Ż (only captial letters though) have switched positions in the font file used for the TSK briefings. Are the letters switched in the actual briefings as well?

Yep. It's incorrectly displayed in 2 TSK briefing - the correct one there is Z with a dot above.
