I can't count how many times I've seen a serf deliver a plank to Weapons Workshop which has weapons ready to be picked up but then leaves empty handed anyway, then goes to do something else. I don't know but for me it seems logical he should pick up anything that's available in a said building on his way out, shouldn't he?

Yes he should, indeed. As for now, in current dev. version it should work well, as you suggested, but better I'll check it one more time
