Woodcutter is already started (2-3 timbers were used) without road, that's what they mean probably.

OK then... it's a bug but not in the game I ran Remake on Linux through Wine. It seems that in new version under Wine for some reason every building that was "prepared" by builder, looks like it was halfway built, while it isn't. So that's why you see a halfway built woodcutter without a road

That explains everything.

Ritual murder on the most evil building ever created in this game (at least, that's the opinion of some people...) is always fun.
